Project name
Technical assistance to the Ministry of Trade on assessing the opportunities arising from Madagascar’s AfCFTA accession
Period
July 2021 – July 2022
Stakeholders
The African Continental Free Trade Area (AfCFTA) is a flagship project of the African Union and is expected to double intra-African trade by 2025, compared to 2012.
Studies suggest that the AfCFTA could yield a net trade creation of about 37 million USD for Madagascar.
The objective of such a study are:
Following an initial desk research phase, direct consultations were conducted to seek input understanding of the national key stakholders’ positions, interests, and concerns related to a possible accession to the AfCFTA. To do so, the following steps are followed:
The best efforts were made throughout the consultation to ensure that discussions were transparent, inclusive, and fair.
The aim was to encourage an open dialogue on the advantages and drawbacks of the accession, with a historical perspective building on the impacts of the COMESA FTA and SADC FTA accessions.
In the second phase, a thorough analysis of selected cash crops in the spices sector with significant export potential and positive socio-economic prospects was conducted. This was aimed at developing a comprehensive go-to-market strategy for the most promising African markets.
The Ministry of Trade received a detailed policy brief to be presented to the Ministerial Cabinet and Parliament for their consideration, and national consultations on Madagascar’s AfCFTA accession.
In addition, the PIC project received a spices sector export development strategy to the African market under the AfCFTA and roadmap to develop the export support mechanisms and institutions for sustainable results.
Astove Conseil and Partnership Labs have significantly contributed to the awareness raising effort on the AfCFTA for all stakeholders, thereby providing the necessary tools to make informed decisions regarding the accession and implementation processes.
The PIC2 Project is fully satisfied with the services provided by Astove Conseil, in partnership with Partnership Labs, and thanks the consultants for their excellent work.Haingo Razafimbelo, Project Coordinator, PIC2
