Supporting La Reunion EPA’s taskforce to develop an intelligence monitoring and evaluation system to inform their negotiating strategy design

The resumption of negotiations in 2019 on the deepening of the Economic Partnership Agreement (EPA) between the EU and five (5) Eastern and Southern African (AfOA) states (hereinafter the « EU-AfOA EPA« ) constitutes a source of interest and concern that should be evaluated and prevented to ensure its harmonious implementation and respect for the developmental aspirations of the Reunion region.
Located on the edge of major maritime trade routes between Africa and Asia, Reunion is ideally positioned to take on the role of the EU’s outpost in the Indian Ocean.
However, Reunion’s exports face competition in their main market – the metropolitan territory – from the export offerings of other Eastern and Southern African (AfOA) countries. That’s why the liberalization of access to the community market in favour of these countries presents very real risks for Reunion, including increased competition due to different production costs (related to insularity, labour cost, compliance with European standards, transport, etc.) leading to a loss of market share and its potential attractiveness to investors.
For this reason, the EPA taskforce, composed of the prefecture, the Region, and the CESER is investigating to decipher the implications of the negotiations for the deepening of the EU-AfOA EPA for Reunion operators in the commercial opening of AfOA countries to the rest of Africa.
We acted as a catalyst for the taskforce to gather, analyse and monitor all the needed information on both stakes and interests in La Reunion on the negotiation and regionally on other negotiating parties to ensure a comprehensive assessment of the negotiating situation.
